Requirements for PGY-1 Resident Positions
Applicants must qualify under one of these pathways:
- U.S. or Canadian Medical School Graduates
- Graduate of an LCME-accredited medical school.
- Must pass USMLE Step 1 and Step 2 CK (maximum of three attempts per step, per state board rules).
- U.S. Osteopathic Medical School Graduates
- Graduate of an AOA-accredited college of osteopathic medicine.
- Must pass COMLEX-USA Level 1 and Level 2 CE (maximum of three attempts per level).
- International Medical Graduates (IMGs)
- Must hold a valid certificate from the Educational Commission for Foreign Medical Graduates (ECFMG), which includes passing USMLE Step 1 and Step 2 CK.
- Must complete all ECFMG, visa, and licensure requirements before starting residency.
- Must be a U.S. citizen, permanent resident, or hold an approved visa
- Programs must verify eligibility before ranking applicants.
Note: Non-U.S. citizens who graduate from U.S. or Canadian schools are not considered IMGs but must still meet visa requirements.
Licensure Requirements (State of Oklahoma)
All applicants must be eligible for medical licensure in Oklahoma through the Oklahoma State Board of Medical Licensure and Supervision or the Oklahoma Board of Osteopathic Examiners.
U.S. graduates must obtain a full, unrestricted license after 1 year of ACGME training.
International graduates must complete 2 years of ACGME training to qualify for full licensure.
Senior medical students may apply before licensure if their expected graduation is verified by their Dean’s letter.
Federal Program Eligibility
Residents must also be eligible to participate in federally funded healthcare programs (e.g., Medicare and Medicaid) and must not appear on exclusion lists maintained by the U.S. Department of Health and Human Services.
Additional Considerations
Factors that may affect eligibility include:
Prior felony convictions
Substance abuse history
Malpractice judgments or settlements
Disciplinary actions by a medical board
Failure to meet required qualifications may result in withdrawal of an offer or termination of an appointment, even after a match through the National Resident Matching Program (NRMP).
